For those who have completed the task of building a new standardized breeding community in that year, the municipal finance will give a reward of 10000 yuan per community; For those who overfulfill the task, the municipal finance will give a reward of 30000 yuan per unit. The above awards go to the county. 3. Increase credit support. In the construction of the breeding community, if loans are needed, the county guarantee companies will provide guarantee for the owners of the breeding community to apply for fixed asset investment loans, the owners of the breeding community will provide counter mortgage, and the banks will provide loan support; The guaranteed loan shall not be less than 40% of the total investment in fixed assets, and the part above the benchmark interest rate of the loan shall be subsidized by the finance of each county, with a maximum discount period of two years. If the owner of a breeding community uses the above ground buildings of the breeding community as counter mortgage, the housing management department shall handle the property right certificate. If the owner of the breeding community needs the loan of working capital, it will be guaranteed by the guarantee company of each county, and the bank will give the loan. The owner of the breeding community set up a special fund account in Huaying company, and all the working capital loans went into the account. The fund was closed and used for special purpose. The guarantee fee of the guarantee company shall be borne by the county where it is located. 4. Carry out breeding insurance. The site selection of breeding community should avoid basic farmland. The land department does not charge any fees for the construction of breeding communities. 7. Tax preference. The deed tax, land use tax and cultivated land occupation tax of Huaying breeding, slaughtering and processing projects are collected and rewarded immediately, all of which are used to support farmers and enterprises to develop proction. 8. Strengthen facilities. For the proction wells in the breeding community, the county will subsidize the drilling cost according to the standard of 100 yuan / m. Optimize the investment environment. Huaying Group's investment projects in the city enjoy all the preferential policies of the municipal and county governments for attracting investment.
