(1) having an approved and undisputed mining area< (2) capital, equipment and technical personnel suitable for the scale of mining< (3) having corresponding mineral exploration data and approved mining plans< (4) necessary proction safety conditions and environmental protection measures< Chapter III exploration of mineral resources Article 15 the State shall implement a unified plan for the exploration of mineral resources. Under the guidance of the planning administrative department of the State Council, the national medium and long-term plans for mineral resources exploration shall be formulated by the Department in charge of Geology and mineral resources of the State Council in accordance with the medium and long-term plans for national economic and social development and on the basis of the exploration plans of the relevant competent departments of the State Council< The annual plan for mineral resources exploration of the whole country and the annual plan for mineral resources exploration of provinces, autonomous regions and municipalities directly under the central government shall be formulated by the Department in charge of Geology and mineral resources under the State Council and the Department in charge of Geology and mineral resources under the people's Government of provinces, autonomous regions and municipalities directly under the central government, respectively, in accordance with the medium and long-term plan for mineral resources exploration of the whole country, It shall come into force after being approved by the planning administrative department of the people's government at the same level
