(1) there are still deviations in ideological understanding
after more than 30 years, the inertia thinking of "emphasizing economic construction and neglecting legal ecation" has not been fundamentally changed. A few leaders don't pay enough attention to ideology and lack consciousness in action. They often say it's important, do it second, and don't get busy. They think that the publicity and ecation of the rule of law has been carried out for more than 30 years, and the popularization of laws and regulations is enough. There's no need to carry it out any more. It's also a form, and it won't have any effect; There are also weak awareness of law learning and usage, which is particularly prominent in the examination of law popularization; A small number of grassroots cadres even have the wrong ideological tendency to think that the masses have learned enough legal knowledge. If they learn too much, it is not concive to the development of grassroots work, and the mass work will be more and more difficult to do. In addition, the evaluation mechanism of the publicity and ecation of the rule of law is not scientific enough. It is often based on the number of meetings, activities and materials, and lacks consideration on whether the form and effect can be organically unified and the efficiency maximized. At the same time, in the annual comprehensive evaluation of the total score is too small, it is difficult to attract the attention of the main leaders, leading to the lack of publicity and ecation of the rule of law
(3) the propaganda mode is still relatively old
at present, the propaganda and ecation of the rule of law in our county is still relatively backward, mainly taking the traditional media such as making billboards, distributing leaflets, hanging banners, and putting up slogans. The necessary propaganda facilities for the rule of law are not complete, and the modern and new propaganda methods are not widely used. In terms of the content of publicity and ecation on the rule of law, we mainly study the law popularization books compiled and printed by the provincial and municipal governments. Most of them are theoretical knowledge of the rule of law, which are too prescriptive and monotonous to remember and understand. The enthusiasm of learning law is not high. From the perspective of leading cadres and ordinary civil servants, many people even don't know what laws will be popularized in the sixth five year plan, There is little time to learn legal knowledge; There is still a lack of effective publicity methods in the special masses such as migrant workers, migrant workers and migrant workers. There are many blind spots and blind spots. There are a large number of cases of petition and group incidents e to ignorance of the law, which seriously affect the harmonious and stable development of the county's economy and society< (4) the team strength is still relatively weak

The number of staff is small and the strength is weak. In addition, from the perspective of villages and towns, there are many rural legal publicity and ecation sites and a wide range of work, and the grassroots judicial offices undertaking this task are generally faced with a shortage of personnel. Among the 11 grassroots judicial offices, there are still four one person offices and seven two person offices. Moreover, there are too many part-time jobs, heavy tasks and great pressure, so they are often tired of running and struggling, and the work is difficult to carry out in-depth. From the perspective of organs and departments, although most of them have leaders and liaison officers in charge, there are basically no personnel specialized in the publicity and ecation of the rule of law. Moreover, the personnel change frequently, the work is not continuous, and even a few of them do not even have leaders and liaison officers in charge. When they meet the inspection, they are busy, cramming and dealing with the matter temporarily. From the perspective of village, community and other grassroots organizations, village (neighborhood) committee cadre office is the main body of publicity and ecation of the rule of law. However, e to the complicated grassroots affairs, small number of people, limited energy and low legal quality, most grassroots cadres are not willing to carry out publicity and ecation of the rule of law, which is just a formality and a formality with little effect< (1) change the working concept and take the initiative to adapt to the new situation of publicity and ecation of the rule of law.
