③ 烏柏林根空難的介紹

2002年6月29號，受聯合國教科文組織的邀請，俄羅斯45名青少年准備飛往西班牙，在巴塞羅享受為期2周的旅行。他們之中有繪畫神童，有體操冠軍，全是最聰明、最有才華的孩子，堪稱「精英少年團」。不料，領隊搞錯了機場誤了航班，只好改簽2天後的機票。

7月1日晚，一架客機順利起飛，帶著孩子們踏上了前往巴塞羅那的旅途。與此同時，千里之外的義大利貝加莫國際機場，一架滿載貨物的波音757貨機，起飛前往布魯塞爾。兩架飛機的航線，在德國南部上空相交。

當天晚上，在瑞士蘇黎世空管中心，值班的是彼得·尼爾森和另外一名空管，他們負責調度德瑞邊境上空的飛機。由於夜間的飛機很少，尼爾森的同事居然翹班出去溜達了，相隔幾米遠的雷達顯示屏，就留給尼爾森一人看管。

晚上11點10分，技術人員來到空管中心，准備維修雷達。這項工作不僅要關閉通話系統，而且維修工作一旦開始，雷達掃描速度就會變慢，當飛機距離過近時，不會產生警示圖像。這一番舉動，為後面的悲劇埋下了導火索。

此時，俄羅斯的客機，正朝著瑞士飛去。離開德國領空進入瑞士之後，德國空管將飛機指揮權交給了尼爾森。

另一家波音757貨機，也剛剛飛越阿爾匹斯山，准備進入瑞士領空。機長菲爾普斯請求爬升高度，這樣稀薄的空氣就會減小阻力，同時節省燃料。

空管中心批准了這一請求，波音757貨機很快爬升至10800米的高度。然而，圖-154客機也在同一高度，並且處在相撞的航線上。只是當時距離還很遠，暫時沒有危險。

在空管中心，一個人值班的尼爾森正忙得不可開交，卻又不斷接到新的調度任務，他只好在兩塊雷達顯示屏前來回移動，保證調度任務順利進行。但是他沒有發現，圖-154和波音757飛機，正以1000公里的時速，朝著對方飛過去。

一般情況下，只要飛機距離過近，雷達會提前發出警報，但是這一次，設備居然出了故障，沒有正常工作。德國的空管中心發現了異常，但是按照國際規定，他們無法直接與飛行員通話，只好立刻通知尼爾森，讓他進行調度。讓人遺憾的是，尼爾森的電話死活打不通。

就在兩架飛機即將相撞的時刻，尼爾森終於發現了不對勁，他立刻指示圖-154客機下降高度。但此時，飛機上的防撞系統卻發出警示，讓飛機爬升高度。面對這兩條指令，機長亞歷山大覺得還是人的指令比較靠譜，沒有聽從防撞系統的意見，隨即取消了自動駕駛，推桿下降高度。

波音757的尾翼就像一把利刃，將圖-154客機砍成兩截，飛機瞬間爆炸解體。波音757失去了尾翼，在空中堅持了2分鍾之後，也墜毀在德瑞邊境的小城——烏伯林根。

飛機墜毀後，德國出動6千多人的救援隊，尋找可能倖存的遇難者。然而經過6天的搜救，他們只找到了漫山遍野的屍體殘骸，兩架飛機上的71名人員全部遇難。

事故調查：

事發當晚蘇黎士空中管制中心只有皮特·尼爾森一名空管員指揮著這一空域的往來航班。而其它的空管員在另外一個屋子裡面休息，這是不符合規定的，但空管員們這一習慣性行為數年來得到了相關管理機構的默認和忽視。

由於空管站處在檢修期，當晚有另外幾位空管員及部門主管隨時淮備著換班，而尼爾森並沒有意識到這一點，也可能是他不想讓同事冒疲勞工作的風險。

在空難發生前一分鍾，尼爾森指揮著一架已經晚點的勞埃德航空公司的班機飛往腓德列斯哈芬機場(Friedrichshafen Airport)。他使用著有故障的電話系統，同時忙於兩個控制台之間，以至於直到撞機發生前約1分鍾他才通知俄國飛機員降低高度。

如果他能夠早一點發出警報及時使兩機航線分離，就不會引發兩機防碰撞系統的開啟。當他預感到自己已經無法同時應付兩台控制台的工作而召喚其它空管員幫助時已經太晚了。
